States may appoint a number of electors of president and vice president equal to the whole number of senators and representatives in congress.

No person shall be elected to the office of the president more than twice, and no person who has held the office of president, or acted as president,for more than two years of a term to which some other person was elected president shall be elected to the office of the president more than once.

9th Amendment

The Ninth Amendment to the U.S. Constitution is somewhat of an enigma. It provides that the naming of certain rights in the Constitution does not take away from the people rights that are not named.
